There are various approaches to getting a usable development environment working on a Microsoft Windows machine. Here are some:

VirtualBox

Best bet, virtualbox? Let's you make believe you're actually on, say Debian Linux.

I may well do the same thing on Mac OS X, and for Windows it seems that after downloading the proper VirtualBox version it should be quite the same instructions as Brian Shumate gives for installing Debian Etch on VirtualBox for Mac.

Cygwin

A more direct approach to using CVS with Windows– use Cygwin.

Shawn Preisz describes this approach in an older (2007 November) post CVS: Patch capabilities on your windows machine.

The Lullabots (specifically, add1sun) have a video for installing cygwin on Windows XP.
